PCC is located in its new building at 314 Pine Street in downtown Franklin. Pine Street is a one-way street accessible from Main Street. The front entrance is wheelchair-accessible, and we can give you a hand getting inside if you need it. PCC has three board-certified physicians and two mid-level medical providers.

Mary Bland, MD, has been at PCC since June 2002. She sees patients at PCC, at the North Fork Clinic in Riverton and at Pendleton Manor. Dr. Bland is Board Certified in Family Medicine. She grew up in West Virginia, earned her undergraduate degree from Alderson Broaddus College and went on to earn her medical degree from the West Virginia University School of Medicine.
Donald P. Mundy, PA-C started at the North Fork Primary care clinic in 1985. He works at both the Franklin and North Fork offices. Mr. Mundy grew up in the Philadelphia area and earned his undergraduate degree from Oblate College. He received Physician Assistant degrees from Hahnemann University and Alderson Broaddus College and completed a residency in Emergency Medicine at the University of Southern California.
Laura Nulph, MD, came to PCC in September 2008. She sees patients at PCC in Franklin and at Pendleton Manor. She is Board Certified in Family Medicine, with special interests in Women's Health and Rural Health. Dr. Nulph was born and raised in West Virginia and earned her undergraduate and medical degrees at WV University and the WVU School of Medicine.
Carmen Rexrode, MD, joined the staff at PCC in April 2008 and practices at PCC in Franklin and at Pendleton Manor. She is Board Certified in Family Medicine. Dr. Rexrode is the Health Officer for Pendleton County and the Medical Director for Pendleton Manor. She grew up in Pendleton County, earned her undergraduate degree from Harvard University and earned her medical degree at the WV University School of Medicine.
J. King B.E. Seegar has been at PCC since September 1987. He sees patients at PCC in Franklin, at the School-Based Health Centers and at Pendleton Manor. He is Board Certified in Pediatrics and has had training in adult medicine as well. Dr. Seegar is PCC's Medical Director. He grew up in the Baltimore area, earned his undergraduate degree from Washington College and earned his medical degree from WVU School of Medicine.
Mary Ellen Wimer, CNP, joined the staff in August 2007. She is the main provider at the North Fork Primary Care Clinic and also sees patients at the School-Based Health Centers. Ms Wimer is from Pendleton County, obtained her nursing degree from West Virginia University School of Nursing and earned her Nurse Practitioner's degree from James Madison University.
